
North Warwickshire Council wants to restrict HMO development despite only having a very small percentage of shared housing in the borough.
The authority plans to introduce an Article 4 Direction which would require landlords to get planning permission for small HMOs. However, a council report explains that while Warwick District Council has 580 licensed HMOs - 3.9 per 1,000 people - North Warwickshire’s figure is much lower at just 0.44 and the lowest in Warwickshire. Warwick District Council introduced an Article 4 Direction when known HMOs made up 3% of its stock, while North Warwickshire HMOs are well below this level at 0.1% of stock.
It explains: “It has not been widely reported to the council that an increased number of HMOs has altered the residential profile of neighbourhoods dramatically, led to unsustainable communities or associated amenity issues...the council is not required to wait until the concentrations seen in other areas, such as Warwick or Broxtowe, happen and the problems reported in those areas occur.”

Councillor Mark Simpson, chair of the planning and development board, says it wants to make sure all types of housing are well managed and in the right places. “It’s not a ban on shared housing, but a way to make sure proposals are properly considered so we can avoid too many in one area and maintain good standards for residents and communities,” he adds.
