Councils turn to guaranteed rent to keep landlords in sector

Guaranteed rent firm Elliot Leigh has partnered with another eight local councils as they look for better and cheaper alternatives to costly nightly paid accommodation.

The firm has signed up councils including Southwark, Lambeth, Medway and Buckinghamshire, bringing its total to 30 council partners. Elliot Leigh works with landlords to provide guaranteed rent alongside full property management, compliance oversight and ongoing tenant support. It now has more than 2,000 properties on its books.

It explains that the growing shortage of suitable housing is worsened by landlords leaving the sector due to rising costs and regulation, while councils face soaring temporary accommodation costs and increasing homelessness pressures.

“If we want to protect housing supply, we have to keep good landlords in the sector,” director Leigh Young (pictured) tells LandlordZONE. “By offering secure tenancies, guaranteed rent and returning properties in the same condition, we help landlords stay invested, which ultimately helps councils house the people who need it most.”

For many landlords, especially smaller or accidental ones, the economics of letting have become increasingly difficult, he adds. Rising regulation under the Renters’ Rights Act, higher maintenance costs, and uncertainty around rent arrears or eviction have made it harder to manage properties alone.

“The guaranteed rent model is increasingly appealing in this context. It provides a fixed monthly income, regardless of whether the property is tenanted, along with full property management. Landlords avoid unexpected maintenance costs, periods without rent, and the legal and administrative burden of eviction processes if issues arise. Properties are regularly inspected and returned in the same condition at the end of the lease, offering peace of mind while preserving long-term value.”
