Ban for rogue landlord who rented unsafe homes

A rogue landlord who repeatedly put vulnerable tenants at risk has been banned from letting properties for two years.

Kamran Adil, 54, of Halterburn Close, Gosforth, failed to ensure minimum housing safety standards or sign eight of his rental properties in Blackhall Colliery (pictured) up to Durham County Council’s selective licensing scheme. Following a ruling by the First Tier Property Tribunal, Adil was also banned from operating as a managing agent at a letting agency for two years

The landlord’s failure to engage with the council and act on improvement notices resulted in it taking him to court twice, in 2023 and 2024 where he was found guilty of 14 offences under the Housing Act 2004 and fined £63,000, plus costs and charges. Magistrates were told some properties were in significant disrepair with issues including excess cold, damp and mould, electrical hazards, no carbon monoxide alarms, structural concerns, fire safety, pests and refuse.

Following the most recent conviction at Peterlee Magistrates Court in December 2024, the council served a Notice of Intent to seek the banning order against Adil who did not engage with the tribunal process.

Councillor Joe Quinn, member for planning, investments and assets (pictured right), says its selective licensing scheme holds criminal landlords to account, while also creating a fairer industry for landlords who care about their tenants and responsibilities.

Decision

“Applying for a banning order was not a decision we took lightly but it reflects just how serious Kamran Adil’s offences are,” says Quinn. “We hope this serves as a stark warning to other landlords and letting agents of what can happen if they fail to manage their properties to the standards required.”

Council investigations found that while Adil had sold 11 of his rental properties, he still has 15, including two that are occupied. It will manage these occupied properties for the duration of the ban.
