Shropshire council moves to get tough on HMO growth

Additional licensing and an Article 4 direction are a step closer to being introduced in Telford & Wrekin.

The local council has agreed to launch a consultation that goes live on 16th December into planning changes that would allow it to know where all new HMOs are located and to consider their impact on the wider community and local services.

The Article 4 direction would remove the option for landlords to use permitted development rights and to seek planning permission for a new HMO, regardless of size. Additional licensing proposals would mean all HMO properties would be inspected for safety and hazard compliance and landlords would be required to manage issues such as anti-social behaviour.

Telford councillor Richard Overton, cabinet member for highways, housing and enforcement (pictured), says it’s vital that people take part because these are still only proposals.

“We want to hear directly from residents, landlords, and community groups so their experiences can shape what happens next,” he says. “This is the point in the process where your feedback truly matters – helping us ensure any future approach is fair, informed, and reflects the needs of our community.

“We look forward to hearing everyone’s views before any final decisions are made.”

The consultation will be delivered through two surveys; the additional licensing consultation will run until 11th March, while the HMO consultation will run to 10th February. The authority says more details will be released soon.

A number of drop-in sessions will also be held to find out more about the proposals, with the first at Meeting Point House on 18th December at 4pm.
