Government sets out roadmap for rental reforms

Local councils will get new enforcement measures and investigatory powers on 27th December so they can gather evidence about suspected breaches and offences before punishing errant landlords.

Following the publication of a guide around rules and penalties, a communications campaign launches later this month, encouraging landlords to engage with the Renters’ Rights Act. The government has promised to use a multi-platform advertising campaign, partnership marketing, and social media so landlords understand what’s needed in order to be compliant.

The next milestone announced as part of the reform roadmap won't come until next April when a communications campaign for tenants goes live to provide guidance about the new measures.

Secondary legislation needed to implement other parts of the Act will be introduced over the next three years, says the government. The first phase takes effect on 1st May when major tenancy reform measures including the abolition of section 21, introduction of revised section 8 grounds, section 13 rent increases, rental discrimination and rental bidding, the new enforcement duty on local councils and expanded rent repayment orders kick in.

In May, rules setting out what details landlords need to give tenants in writing will be introduced, as well as the information sheet for tenants, while a new suite of prescribed forms will be introduced. Legislation to exempt PBSA from the assured tenancy system will also be passed next May when financial penalties for offences also increase to £40,000.

Hazards

Next summer, landlords will face new penalties for Category 1 Hazards in private rented homes.

Following this, the PRS Database goes live in late 2026 – including the recording of landlord banning order offences by local councils – while reforms will apply to the social rented sector in 2027, and landlords will have to join the PRS Landlord Ombudsman sometime in 2028. The government says it’s still consulting on when to implement Awaab’s Law and the Decent Homes Standard in the PRS.
