
A landlord family has been told to pay more than £900,000 for illegally converting an HMO and ignoring notices to change the property back.
Ealing Council fought a six-year long battle with Jagdishbhai and Minaxiben Patel, son Alpesh Patel, of Greenford Avenue in Hanwell, and daughter Parul Patel, of Langdale Gardens in Perivale.
It served two planning enforcement notices in August 2019 when it discovered the family had built extensions without planning permission at another property they own in Greenford Avenue. One notice ordered them to stop using an outbuilding as a self-contained flat while the other was to stop the use of the first and second floor as four self-contained flats and remove the kitchen and bathroom.
The family was told to do the work by October 2020, however, in April 2022, council officers found the four flats and illegal outbuilding were still being let to tenants.
During a hearing in 2023 they pleaded guilty to failing to comply with the requirements of both the enforcement notices but attempts to change their pleas and failing to show up to hearings caused more delays. During another enforcement visit in July 2025, it was found they had still not complied with the council’s enforcement notices.
A confiscation order of £900,217 was imposed on Jagdishbhai and Minaxiben Patel at a hearing at Isleworth Crown Court. They were also given a £4,500 fine each, and ordered to pay legal costs of £8,000 each, and victim surcharges of £181 each. Siblings Alpesh and Parul Patel were each ordered to pay a victim surcharge of £21, and costs of £2,000.

Councillor Shital Manro, cabinet member for good growth and new homes (pictured), says: “The outcome of this prosecution sends a clear message that we will not tolerate illegal property conversions that undermine our planning system and put residents at risk. We will use every legal tool available to us to ensure offenders who wilfully ignore the rules are financially punished.”
