Landlord pays a high price for ignoring HMO rules - £11,000

A landlord who failed to license his unsafe and overcrowded HMO has failed in his bid to have a £11,000 fine dismissed.

Pellumb Mazreku, of 75 Forest Road, Hainault, had appealed to the First Tier Property Tribunal, which upheld the fine and rejected the appeal.

The fine followed numerous complaints to Redbridge Council about the converted property on Cranbrook Road in Ilford. These included claims that the houses were built to accommodate the developer’s employees and contained multiple tenants.

Council inspectors found fire safety and overcrowding hazards at the HMO where 12 people were living - eight adults and four children under the age of five. There were also no smoke detectors or fire doors and not enough refuse bins.

Four breaches

Mazreku was fined a total of £11,000 for four breaches: a licensing offence and three offences relating to management of an HMO.

The council insists that there are no shortcuts and excuses in the London borough, and that this case reinforces that it will follow up on complaints and act where needed. It has urged any landlord who has not renewed their HMO licence to do so immediately before it takes enforcement action.

Council leader Kam Rai (pictured) says: “I would like to thank our officers for their excellent work in this case, responding to the complaints, issuing the fine, defending the appeal, and ensuring this property developer pays up.

"We will not allow developers or substandard landlords to ride roughshod over local people, and the council and I are pleased that this fine has been upheld.”
