I agree that your options include:
a. suing the noise-makers themselves;
b. invoking the Local Authority on noise pollution grounds; and
c. your flat's long-leaseholder going against the other flat's long-leaseholder direct or via the block's freehold reversioner.

Option b seems best at this point, but switch to option c if there's no substantial progress or speedy improvement.
