Question service of s11A & s12B LTA 1987

Can anybody tell me at what point the long leaseholder tenants have to be the requisite majority. Is it
A: at date of exchange of the original contract
B: at completion of original contract
C: on the date of service of the Section 11A
D: on the date of service of the Section 12B

Your views on this matter would be greatly appreciated.

Both sections refer to "the requisite majority of qualifying tenants". The number-counting is therefore as at date of service in each case.
