It should be limited by a schedule of condition. Without such a schedule, I suspect that the onus of proof would fall on the Landlord.
See clause 5.1 "To maintain the state and condition of the property but the tenant need not improve it except as required in clause 5.7

It is a somewhat watered down version of a full repairing lease however the whole of building lease doesnot require the landlord to renew the roof but places the liability to repair at the tenants feet. If it is not possible to repair with a patch, renewal might be the only viable method of repair. The other version, for part of building introduces a service charge and in that version roof repair is a landlord duty albeit that contribution toward cost may be recovered through the service charge mechanism
