Which company did you use to clean these windows? Was it "We saw you coming Ltd"?
I pay £7.50 to have all of the windows in my house cleaned.
So the windows hadn't been cleaned since maybe 2003.
Therefore the tenants left the windows in the same condition as at the start of their tenancy, i.e. dirty.

Does every single quote cover exactly the same risks?

Maybe offshore is a euphemism for jail. Have you asked who the partner works for, so you can actually check yourself?
Maybe your judge will give you a 3x penalty to set an example. To let other landlords get the message that sending the PI is just as important as protecting the deposit.
