You'll need 100% leaseholder agreement before you'll get a variation on the lease so very unlikely you would get it.
I don't think the two year rule applies for enfranchisement anymore. It applies to houses but not flats as far as I know. There are two separate Acts for these two categories.

Leasehold property needs more than just pp, it' not your building to change! You'll need the freeholder's permission and they may not be keen or give permission. Could cost more than a simple window...
