are they still exempt from needing a HMO licence as long as they are fully self contained?
does it not depend upon when it was done and whether it complied with building regs. Also probably depends on council policy whether they currently require a licence for that type of property.

The flats need to have building regs or more than 2/3 need to be sold off to owner occupiers, the building also has to be on three floors or more

It depends on what you mean by converted. If the building consists entirely self contained flats and has Building Control approval post 1992, then it wouldn't be classed as a HMO.
If the same building was converted before the above date then it would be classed as a HMO. Therefore the Housing Health and safety Rating System would apply (although it can be applied to any residential property) and also the management regulations, soon to be replaced as of the 1st October 2007 with new management regulations, Statutory Instrument no 1903.
