What was the law coverring security deposits before the new TDSs?
Ive seen sites that suggest a landlord should be in contact within 14 days and similar sorts of things but they dont say where this comes from.
I just need pointing in the right direction.

The law was extremely simple and effective; Any Tom, Dick or Harry could hold a tenant's deposit on the landlord's behalf, but most landlords did this themselves. When a tenancy ended and all or part of a deposit was not returned to the tenant, then if said tenant did not agree, he or she had recourse to the small claims court to recover this from the landlord. The court uses the same standards that (we expect) the tenancy disputes bodies to apply in detemining such disputes.

I'm looking for any legislation that covered security deposits. Or was practice develloped through case law?
