Energy performance certificate required for letting

I had an estate agent out yesterday to value a house and he stated that it is going to be a requirement to get an energy performance certificate (the same Bull@%$" one that is included in the HIPS pack. This is for every new tannacy agreement. Any truth in this?

No truth yet- but there have been suggestions of this future change in the law.
