I have a 3 bed, No HMO license.
Can 2 couples let the property?
How many occupants can i have?

I have just today received an exemption letter from my council. I telephoned them two days ago and spoke to the senior project head, he explained to me that two couples in a two bed flat were exempt but three unrelated people in the same flat were not exempt.

Exempt from what Paragon, licensing or being a HMO?

If you say a HMO, can you pm me which the local authority that told you this please.

Sorry for the confusion. It didn't say that the properties were not an HMO. It said that I don't have to license the self-contained flats and that I don't have to apply for registration of the whole property as long as no more than two-thirds of the property is rented out.
