I know my lodger has no security

But if I give 28 days notice which I don't have to
And the lodger refuses to move out

What would the next action be?

28 days would seem a very fair period of notice.
If he refuses to leave, or becomes abusive, call the police, though they will not always get involved!
If all else fails, which would be very unusual, you may just need to go for a court order.

Unless the lodger refuses to go out of the house ever again, all you have to do is change the locks when he's out.

When he comes back give him his belongings and wave goodbye.
If he starts getting agressive, call the police.

If you give 28 days notice the lodger should appreciate it.

I was pretty sure it was like that
But it good to get advice in case it turns difficult

As Undertsand it he would be a trespasser on my property
But it is still up to me not the police to get him out

If he gets abusive that is another matter
