This is NOT an advertisement!
Besides Royal Mail's PO Boxes, there is apparently a new scheme from UPS via local frachisees.
One can rent a mailbox address - minimum 3 mths. - in over 100 UK locations (not just home town as per PO Box), with forwarding facilities and 24hr collection too. It costs less than £1 per day.
I have received a mailshot about it ("Mail Boxes Etc.") For further info, contact 0800-623123.

Yes. That section just requires a service address, which can be anywhere in England & Wales. L has to be confident, of course, that post which arrives there will be physically received by him/her.

Contrast s.38(1) of LTA 1985. Mailbox is not sufficient for purposes of that Act (eg for s.3 Notice).

Hi Jeffrey, I haven't been able to find s38 in the LTA 1985, when you say 'Mailbox' are you referring to a PO Box? I have used a PO Box address for several years and successfully removed two tenants via S21s using this as my address.
