Agency trying to keep deposit

Hi,

I m tenant who has just vacated a flat. The agency wants to keep part of the deposit: a) for professional cleaning of the flat b) a second inventary
Regarding a) my partner was present at the check out and was told that the flat was okay. When we moved in the flat was not properly cleaned and we had asked for a professional cleaner which was denied. Regarding b)we have already paid for an inventary before moving in.

Could you please help?

I have seen agreements where the landlord pays for the inventory at the beginning and the tenant pays for it at the end.

Answers really depend on the terms of your tenancy agreement.
