Council tax exemption

In September 2006 I bought a flat which I have renovated so it has been vacant. The coucil are now telling me that because the previous owner had declared it vacant in May 2006, I am only entitled to one month's exemption.
Can anyone confirm this is true ?

PS Previously they told me I was entitled to 6 months but curiously they have no record of that conversation.

May 2006 + six months = November 2006. You should therefore have September to November free, depending on exact dates (and on when V departed, leaving it vacant, not just when he declared it vacant). The six-month thing is property-specific, not owner-specific.
