can sometell me whether you need planning or a certain licence to open a butcher shop, if so does the council have to write to both parties ie neibours beside the main shop.

Most shop uses are in class A1. Butcher and computer shop both in it, so no change of use and therefore no need for p/permission, BUT:
i. check with Council; and
ii. this applies only in England/Wales. Different rules in Scotland.
You may need other consents for handling uncooked meat and to register with Council's Env. or Public Health Dept. Again, ask Council.
Yes, I agree with the advice given.
Check whether there is a previous PP in place for an A1 (retail) use. If not, the computer shop would have to have been in place for 10 years (continuously) for the A1 use to be lawful. Also, your work should be for the retail sales of meat, not predominately to process or work on meat... I am sure this is not the case..
