I have a house which is shared by five unrelated tenants (so now an HMO) three of whom are full time students. I had thought that council tax on HMOs was only charged on the portion of the property rented by tenants who qualify to pay council tax as if the property were split into flats. Was this only because under the previous definitions most HMOs were split into seperate flats? In a situation like this where two tenants in a house share which is now classed as an HMO qualify to pay council tax and three are exempted is the Council tax payable on the whole of the property or only on 2/5 of its value?
