If one intended to split an existing dwelling into two units, one to accomodate lodgers and the other to accomodate the existing occupiers, what are the rules?

It is impossible to comment properly without seeing the property and your detailed plans.
If you split the dwellings the occupants would not be lodgers, but tenants. You will also require planning permission for a change of use, you may have to register the property as a HMO and you will have to get building regulations consent for the works.
I'd advise you speak to your local planning and building control officers, they should point you in the right direction. If you do need planning and building regs consent then engage a chartered building surveyor.
