I have just stumbled upon EPC's and would like confirmation regarding private flats. If a private block has owners who rent out their flats do they need a EPC or does an EPC relate to the whole building, so the who building needs one? If an EPC relates to the flat only does the owner need to give a copy to the Landlord/Chairman of the Residents Committee as well as the tenant as they do with the Gas & Electrical safety? Will the Green Deal you mention be bringing about changes?

A flat will require it's own EPC. I can't see any reason why the Freeholder would require a copy (legal or practical).

A tenant is supposed to have or see a copy of the EPC when signing a tenancy agreement.

If landlords in your block need to get an EPC for multiple flats it would make sense to get quotes in from assessors as the price does seem to vary a lot.
