Hi my house 3 store 5 rooms 2 people in each room and myself in other Camden council allow me to doble the set on the kitchen but islington council say to me that i have to build kitchen on their rooms.
why diferent interpretations of the regulations?

sounds as though Islington maybe being a little excessive. As most things with the Housing Act and relevant Statutory Instruments, much of it is open to interpetation.
The 2006 Statutory Instrument 373 gives the minimum standard for licensable HMO's. Although somewhere in the legislation LA can ask for standards to be higher than the minimum.

Hi wickeman are there any other solution instead of kicthen on the rooms?
the rooms are 22 meters but I don't want to build any kitchens on the rooms.
I have a 10.5m kitchen and i wanted to put other set of kitchen but the negotiations with my council has stoped for a while they have to contac me agaim.
I have an study room but it's only 3.5 sq meters Other solution were to build other kithen there but the minimum standart I belived is 5.5m.

Yes print off the HMO facility standards for other local authorities and SI373 and when you get a propose to licence, use the 'consultation period' to appeal to the local authority, if that is unsuccessful wait for your licence and appeal to the RPT.
Shared kitchen minimum room sizes vary from 10 to 12m/sq for every 5/6 persons, kitchens shouldn't be more than one flight of stairs away from the unit of accommodation and preferably on the same level.
If the local authority wont negotiate with you, there is little you can do, except appeal.
