I wonder if someone would be kind enough to advise on the following two scenarios:

1. Live in landlord with a number of lodgers in the house wishes to move a new lodger into a vacant room. Does the landlord need the existing lodgers' consent first? If so, does he need to provide a period of notice, and how long? The lodgers all have individual agreements for sole use of their own room and shared use of communal rooms.

2. Live-away landlord with a number of individual tenants in the house wishes to move a new tenant into a vacant room. Does the landlord need the existing tenants' consent first? If so, does he need to provide a period of notice, and how long? The tenants all have individual agreements for sole use of their own room and shared use of communal rooms.

1) No requirement to communicate with lodgers
2) No requirement to communicate with tenants

More than 2 lodgers or more than 2 tenants = HMO and must comply with HMO safety regs.
