I am considering purchasing a buy to let property which has no central heating or loft installation. Is there energy scheme where I can claim any financial assistance

The Green Deal, which is now part of the Energy Bill legislation, will help to encourage all householders & businesses to invest in energy saving measures with no upfront cost to the householder or business. It does not however come into force until later next year. Up to £10,000 can be borrowed and then paid off by the bill payer over a long period of time against their energy bills so it is in effect a pay as you save scheme.
Private & Social Landlords will be encouraged to take part with a few possible sticks & carrots. However for Landlords it's a win win situation as they will not have to pay any upfront cost & the loan will be paid off by the tenants who pay the bills. Tenants benefit as the cost of the measures will not be more than the savings over the period of the loan, due to the "Golden Rule" that will be applied to any eligible measures installed and they therefore benefit from a warmer home at no extra cost.
The types of measure should include boilers, Cavity Wall Insulation, Internal or External insulation & Loft Insulation as well as other measures including solar PV & Thermal once the Feed-in-Tariffs become part of the scheme.

I think that you can get free cavity insulation + loft insulation by energy companies.
eg BG had one for Home Care customers.
Plus the usual ones for over 70s, benefit recipients etc.

There's plenty of deals on at B7Q and alike for insulation - buy one get three free etc... - which is part of a government subsidy.
Cavity wall insulation can be done - again under the subsidy - for around £100.
