Has anyone been in a position where they have to pay service charges which seem excessive?

Apart from challenging the management company to explain why things cost so much(and indirectly accusing them of theft), is there another way to investigate this?

You are entitled to see proof of expenditure (invoices and receipts) by the freeholder/management company. Put the request in writing so that you have a record of what you asked for and when.

The Landlord and Tenant Act 1985 (sections 18 to 30) contains detailed requirements with which service charge payee has to comply. It has to circulate at least 2 quotations before it can undertake major works at cost of lessees, for instance.
