Hi
If someone permanently left the UK in 1986 - would they be liable to UK CGT if they sold a UK property they had been renting out before they left, and since then?

So long as you have been a non-resident and not ordinarily resident in the UK for 5 or more complete UK tax years, and sell any asset, including properties, situated in the UK whilst still non-resident, there is no UK CGT liability.
However, you should check the position regarding any tax liability of the country in which you are presently resident.
