Presume you mean public liability insurance for the business and/or contents insurance. If so it would almost always be tenant.
Buildings insurance usually paid by landlord although normally charged out to the tenant as a service charge.
If in doubt - check the lease.

I agree.There are no implied terms; the lease covenants are what counts.
