Hopefully a quickie.

Are there any rules, regs or requirements relating to the layout of kitchens in single unit rental (refurb not newbuild) - beyond basic common sense and 'good practice'?

I'm not aware of any - beyond those for HMOs.

A specific query is whether both sides of sink + cooker require worktop. In my book they do, but that's to get a practical cooking space not because xyz regulations say so.

I'm fully aware of ventilation, electrical, gas requirements etc.

A specific query is whether both sides of sink + cooker require worktop.No. The only other issue I think of is to ensure that manufacturer's clearance requirements are maintained above and around all appliances.

I agree. The prescribed clearance between a cooker hob and the nearest wall cupboard is more than you'd think.
