Is 10 days after departure too long for check out inspection to be done???

Yes IMO...check out should really be done immediately after vacating, or at least within a couple of days. It would depend on whether new tenants had moved straight in however...

it certainly is, a lot can happen in 10 days.Check out means check out, if you are a tenant your time is up, a new tenant may have moved in.
