what are the procedures in term of deed, inspection planning etc.....

The strating point is your local authority planning department - if you cannot get planning approval to do this, then its a non-starter.
Second, you need to consult with your local authority building control and envirnmental health departments. They will come out and inspect and tell you in principle if your proposals are viable in terms of building regulations, fire regualtions and if it applies, HMO licensing etc.
Only if all this works out OK should you start to put together a formal planning application and have plans drawn up.
If your property happens to be leasehold, don't forget to ask for your freeholder's permission and also check on the insurance implications.
It's a good idea to have local letting agents look over your plans and the property to assess potential rental income so that you then can do some accurate project costings and investment returns analysis.
Put together a financing plan and consider the long-term tax implications - what is your exit strategy?

It was not for me. i had to ask because when i asked for a council tax bill i was told that my flat does not exist. the landlord converted the house to 3 flats and never changed anything in order to keep it looking like a house while recieving £2500 a month in rent. now the council has discover it they have asked him to make an application for planning permission for the garden flat or face a fine. and they have also asked me where in the house i actually live in. to add salt to injury he has not issued anyone with Gas or electric certificate. and now he is in Arrears with Mortgage since march 6 months so far. i have recieved a letter from Bank solicitor to let us know of a court hearing on 26 sept for repossession order.
I wonder whether it is worth paying him rent for this month or wait as he has not asked for it or decide to bring in the certifications or install separate utility metres as currently there is only one for the whole house.
