I would say it depends on the agreement you have with your tenants, but everyone can do their bit with regards to cleaning up after yourselves in the bathroom and kitchen. Also the theory if you make a mess you clean it up!.. General cleaning I would say comes down to you, ie a clean once or twice a week of the communal areas.
In our HMO we have a lady who does the general housework and she also changes the bed linen in each room once a week. Each tenant is responsible for their own mess in the kitchen and each tenant is asked to clean the bathroom (ie shower/bath) once they have used it, but a major clean is carried out twice a week.

Bathroom and kitchen falls under the managers responsibilty (not specifically the landlord), depending on how you read the management regulations. Although they aren't specific with the communal staircase insofar as all it says is the:-
The manager must ensure that all common parts of the HMO are—
(a) maintained in good and clean decorative repair;
(b) maintained in a safe and working condition; and
(c) kept reasonably clear from obstruction
