Would 2 parties sharing a 3 storey house constitute a HMO subject to fire alarm works etc?

As long as the 'two parties' only consisted of two persons who formed two seperate households it would not be consisted a HMO, excluding Part 1 of the Housing Act 2004.

Part 1 of the Act is the Housing Health and Safety Rating System (HHSRS) which can be applied to any residential dwelling, so fire alarm works maybe required if your local authority see fit to ask you to do them.
