Tenancy agreement

I am using an estate agent to let my property and about 3 weeks ago they found new tenants. Number of emails were exchanged and we agreed on the terms and the tenancy agreement wording as well. My question is when the estate agent should get the tenants to sign the agreement?

Tenants should only sign the tenancy agreement once the agent has everything from them - ID, suitable references, deposit and first month's rent. We issue a blank version as early as possible so they can read the terms before signing the completed version on move in day.
