I let my property out to two women with two small children so is my property classified as HMO?

A vague question deserves a vague answer - not necessarily and most unlikely!
You may wish to consider the following.
Housing Act 2004, Section 254 (2):The 'Standard Test'
A shared house lived in by people who belong to more than one family and who share one or more facilities ie basic amenities; w/c,wash hand basin, shower, bath; cooking facilities.
Section 254 (4) 'Converted building test'
A house in bed-sits lived in by people who belong to more than one family and who share one or more facilities as above.
Family, could include; husband, wife, co-habitee, child, step-child, foster-child, grandchild, parent, step-parent, foster-parent, grandparent, brother,half-brother, sister, half-sister, aunt, uncle, niece, nephew, cousin.
Section 254(3) 'Self-contained flat'
An individual flat lived in by people who belong to more than one family and who share one or more facilities as above.
Section 257
A building of self-contained flats that do not meet the 1991 Building Regulation standard.
