HMO definition vs Licensing

Hi

Can someone please clarify the following for me please?

If as a landlord, I rent a house which is categorised/defined as an HMO, do I need a licence if I am in a 2 floor house because:-
a licence is only required if the HMO or any part of it comprises three storeys or more

Am I right in the way I am thinking of this?

Mandatory HMO licensing requirements are 5 or more persons, 3 or more storeys, in two or more households and they share at least one amenity.
