A neighbouring property has several unrelated people living in it where, under the previous ownership just a married couple lived there. Unofficially I am aware that the main tenant is managing the usage by the other people. There is one shared kitchen, living room etc. Separately, there are self contained flats, but they are not involved in this arrangement.

The behaviour of the household has changed just as one would expect it to change given that a married couple have been replaced by a group of young men.

Does the 'multiple occupancy of a single residence by unrelated people' described represent a change of use from a planning perspective?

Only if the use is no longer in Class C3.

OK Jeffrey, thanks. How do I know whether or not usage is C3? What information do I need?

And separately, should there be a licence to permit this usage?

1. Class C3 is defined by Statutory Instrument.
2. Verify (with Local Planning Authority) what Planning Permissions exist.
3. If the use is longstanding ('established'), no new Planning Permission is needed.
