Price of lease extension

Hi,
Am about to buy a flat with a 72 years lease. This is a conversion flat. I'bve been told that the price of the lease extension is £12,000 for a £200,000 value flat. is that price for the flat or for the all house ? as it's a conversion house with 2 flats. So do I have to pay £12,000 on my own or share it with the other owner. if so waht's going on if he dosen't want to pay for it...
