Recently my landlord replaced the entranceway security system.

After this was completed he issued all of us with three new key fobs. Additional fobs were available for a £25 fee, and with a letter explaining our "good reasons".

I was granted two additional key fobs. I've always had five as we've got a family and this was great.

Only problem - the additional fobs don't work.

We're not sure if they will ever work, as the landlord has been unresponsive to emails or phone calls.

How can we best challenge this reduction in service? There are about 30 leaseholders and 50 tenants in our building.

As always, what does your lease say on the subject? That inevitably determines who does what.

Lease doesn't say anything specific regarding number of key fobs, but I've had five since this landlord purchased the freehold in 2006. They actually replaced all key fobs about two years ago, and knew then I (and others) had five.

I also had five fobs issued by the previous owner of the freehold as well.

Try a contractual approach, then.
L supplies goods [fobs]; they do not work and are defective. Write formally and point out the breach of contract. Demand replacements.
