For anyone interested here..

Is a paper from shelter on Housing Taxation. One point possibly of interest is that Shelter states “ The threshold for rent-a-room relief for the taxation of rental income is too low and presents a barrier to the supply of much needed low-cost rental accommodation. “ & suggest increasing rent-a-room to £9,000pa (comparing it with Irelands’ equivalent of €10,000pa.

Other suggestions, some perhaps unpopular with LLZ devotees, in particular more, higher council tax bands, CGT being paid on PPRs, Housing Tax credit, changes to stamp duty…

Cheers!

No-one can change Stamp Duty. It was abolished a decade ago.

No CGT on PPR is a record-keeping simplification issue.

The introduction of CGT on PPRs would be retrospective taxation on people who have not kept every single receipt for improvements since they bought the house.

It would tie people in houses where they did not want to stay but could not afford to move from. Bonkers. It will - happily - never happen.
