My landlord has just informed the tenants of the property in which I reside that The EH Officer has stated that one of the requisites of obtaining an HMO licence is as follows.

A person residing in what would be classed as a single occupancy is not allowed to have over night visitors,that the landlord is required to be aware of any visitors that are on the property,(this being effected by a visitor signing a register).

Is the above correct or is the landlord attempting to apply his own rules,and laying the reason for the ruling at the door of The EH Officer?

Such a rule would be unusual, but might be apllied to some HMO's. Hostels, Student Halls, Etc are HMO's for example and a maximum overnight occupancy limit is sometimes applied, normally because of problems associated with evacuation in the event of fire.

It is easy enough to check with your local authority.
