Change of Use (C2 to C3- as HMO); any TCPA problems?

I am thinking of applying for change of use from C2 to HMO (13 beds), on a building currently being run as HMO for several years in a town location with residential and commercial (local shops) mix close by, plus a very large public car park.

Are there likely to be any problems with the planners?

Any advice?
