I am wondering what if any would be the best type of insurance to get as a landlord owning flats in a block. I pay a maintenance charge which includes buildings insurance cover and there are no contents as such to insure as the flat is let unfurnished. In terms of covering myself against public liability (ie if the tenant somehow injures themselves in the flat) how is this best done or do most people not bother?

It's absolutely vital that you cover yourself for negligence and third party claims as a landlord - these are perhaps your biggest risk - a claim here could bankrupt you if you don't have adequate cover.
Contact some of the insurers on the LandlordZONE site for advice.
