when a property is leased, and it is just a shell that needs a lot of work, and a tenant takes it on and spends thousands on it doing it up and turning it into a hotel and building a business, what are their rights when the term of the lease is over? could they claw back cash from the land lord? or is there anything that the tenant can do?

Hello mktaylor. My understanding of the purpose of the Long Leasehold and Commonhold forum is for residential leases. May I point you in the direction of the Commercial forum.
When you re-post in the Commercial forum, you will probably need to share with the members the particular clauses of your lease/agreement relating to your question. You will also need to tell the members if your agreement falls within the terms of the Landlord & Tenant Act 1954. Otherwise your question in its current form is too vague.
