Can anyone tell me if it is a requirement by law for a new tenant to recieve an electrical certificate from their landlord?

if its a SFH (single family house), no, nothing in law. You may be advised to have a periodic inspection done for your own peace of mind. Costs circa £200.
if its a HMO, you must have electrical safety certificates, including one for fire alarm/emergency lighting system. you don't have to give a copy to each tenant, just stick it up on a notice board in the communal area.

I pay £50 .....and that is for upto 8 let 3 stories ....

charges by tradesmen for stuff like this depends on where you are in the country - as we know...
