My agent has forwarded only half the rent due on one of my houses. I'm assuming the tenants only paid half. But should the agent not forward me the whole rent (and meantime chase up the rest) as it's their responsibility to get it in by 'pay day'? Also, I pay them 8% commission management fee a month, but they get the rent in installments, and charge me 8% commission per installment. This obviously works out more costly to me than the one off 8%.

8% of the monthly rent is 8% however it is charged!, you need to look again at your maths....
if the rent was £100, then 8% is 8 pounds, if that rent was collected in two lumps of £50 each then it would be £4 per time or still £8
the agent has no responsibility to pay you rent it has not collected, but make sure they are chasing it, unchased non payment only gets worse. they should give you an explanation each time the rent paid to you is not what you would expect. e.g what they have spent it on, or why the tenant has not paid it and what theya re doing about it.

Generally no, but it depends what you agreed to in their terms of business (ToB). If you have rent protection insurance then they or you need to claim on that.
