I have been informed that a landlord wishing to apply for/obtain an HMO Licence must post notice of his intention to apply/obtain this licence on the front of the dwelling for a miniumn of 21 days before applying,this being done to allow objections to his application,by his immediate neighbors. Is this information correct?

I haven't seen that in the Housing Act 2004, Mago, so I suspect that it is incorrect.

There certainly isn't anything in Part 2 or schedule 4 of the Act.

What happens when my landlord needs to renew their licence?

When your landlord applies for an HMO licence or applies to renew their licence, they must put a notice outside the property for 21 days to let the neighbours know. If anyone living in the area isn't happy about the HMO, they can submit their objection to the council.

Thats for Scottish HMO licensing which has been running for a while. There is nothing in the Housing Act 2004 that is partly being introduced on the 6th April to do with renewing a license for certain types of HMO's in England, although that may chnge as the licensing is introduced and amendments are made.
