Parking is not exempt from VAT, therefore you must charge VAT.

I found the answer on the HM Revenue and Customs website hmrc.gov.uk. Access their site and click on the VAT link. Found it very easily.

If you licence the parking space to him perhaps not as there is no vat on licences? Ask an accountant would be my advice.
